When Captain Banks is injured in a shootout at the Cascade National Bank, Captain Sarah Finkelman is his temporary replacement. Captain Banks is recovering at the hospital and overhears some corrupt doctors planning to murder a colleague.
Meanwhile Ellison is suspicious towards the new "By the Book" Captain. It turns out she is running an un-authorized undercover sting operation involving the shady Brock brothers and targetting Arthur Sabin.
